Kazuma is the most recent in a long line of Tochikan village elders. It is assumed that he was the first to take over after Naga slaughtered the last leader, Abel, along with most of the village.
Kazuma seems overly harsh at times and very stern, probably because of the monumental task he knows he must carry out. It is he who sends Nayuta on her quest that ultimately causes her to join the Orcoro Circus. When he finds out that she has failed to prevent the people of Warp from stealing Moo's artifacts, he sentences her to a life of servitude within the village and strips her of her rights as a shrine maiden.
