Nazzeni is a frightening character somewhere between a drag queen and a mad scientist. He actually presents himself as a type of eco-terrorist, claiming responsibility for using the black arts to fuse monsters with machines. He unashamedly takes credit for doing experiments on Don Muddleone and pushing Mr. Karnab to allow him to alter Gram's Dodongo. It is revealed that he was kicked out of FIMBA years before for attempting the same sort of experiments, but when they began to lose, he exploited Karnab's fear that the organization would become irrelevant.
At first, he is suspected of stealing the Tome of the Black Arts from the Elives School, but after you find and defeat him in the Kalaragi Rainforest, you realize that his book is only a copy. Still, he is forced to stop doing his experiments.
It is unknown whether Nazzeni is supposedly an ancestor of the famous Nahze of ancient times, or whether he is simply a copycat. Either way, the look and name are an obvious nod to the character.
