Tempest is a man whom Nada has hired as a last defense against outsiders trying to enter the White Tower. He will attack you after level 50 with his rampaging Dragon. After you beat him, he realizes that what he is doing is wrong and withdraws from the Tower, warning you that Nada is difficult to resist.
